		<description><![CDATA[I live an a medium size town in CT that has a history of NEVER having a top  notch coaching staff or minority coaches for girls track and field teams. Their excuse is that they &quot;always hire from within&quot;. That means no minority coaches which in this state means the expertise in sprints and jumps are diluted. It&#039;s not that current staff is math, english or history teachers but that they have most of their experience as 5K/10K runners themselves. I am planning to institute a Title IX complaint against this school for their failure to provide adequate or more professional coaching staff for their girls team. Am I off base here?]]></description>
